The UK Air Rifle 12 ft·lb Limit Explained
The 12 ft·lb figure is the line that decides whether an air rifle is freely held or a certificated firearm in England and Wales. It's worth understanding properly — not because you're likely to breach it by accident, but because muzzle energy moves, and the things that move it are the same things that affect your accuracy.

What 12 ft·lb actually measures
It's muzzle energy: the kinetic energy the pellet carries as it leaves the barrel, expressed in foot-pounds. Twelve foot-pounds is roughly 16.3 joules. In England and Wales, an air rifle producing no more than 12 ft·lb is not subject to firearm certificate control for an adult; above it, the rifle is treated as a "specially dangerous" air weapon and falls under Section 1, requiring a Firearm Certificate from your local police force. The equivalent threshold for an air pistol is much lower, at 6 ft·lb.
Two things follow that people often miss. First, this is a legal line, not a performance target — nothing magical happens to accuracy at 11.9 ft·lb. Second, it's a property of the rifle-and-pellet combination on the day, not a permanent label stamped on the gun.
How muzzle energy is calculated
The standard formula, with pellet weight in grains and velocity in feet per second:
Energy (ft·lb) = weight (gr) × velocity² ÷ 450240
Worked through with two typical sub-12 combinations:

Look at the last two rows. Same rifle, same velocity, heavier pellet — and the figure crosses the limit. In practice a rifle won't push a heavier pellet at the same speed, so the real-world jump is smaller. But it illustrates the point: muzzle energy is a property of the combination, and changing pellet is the single most likely way an owner moves it.
Sub-12 and FAC in practice
A sub-12 rifle can be bought and owned by an adult without a certificate in England and Wales, subject to the usual rules about age, secure storage and where you may shoot. An FAC-rated rifle requires a certificate, which means an application to your police force, demonstrating good reason, approved storage, and conditions on the land you may use it over.
The practical difference for a shooter is range and retained energy rather than accuracy at close quarters. A sub-12 rifle is a precise tool inside sensible distances; FAC power extends usable range and flattens trajectory, at the cost of the certificate process and the responsibilities that come with it.
The rules are not the same across the UK
- England and Wales — the 12 ft·lb rifle threshold described above.
- Scotland — a separate regime. Under the Air Weapons and Licensing (Scotland) Act 2015, an air weapon certificate is required to use, possess, purchase or acquire an air weapon, regardless of muzzle energy. There is no equivalent of the England and Wales exemption.
- Northern Ireland — a distinct framework again, administered separately. Check the current guidance for Northern Ireland specifically rather than assuming the England and Wales position applies.

How to check where your rifle actually sits
You need a chronograph — there is no way to eyeball muzzle energy. Measure velocity with the pellet you actually shoot, take a string of shots rather than one, and use the average along with the pellet's stated weight. A few practical points:
- Use the real pellet. Testing with a light pellet and shooting a heavy one tells you nothing useful.
- Take a proper string. Ten or more shots. A single reading can be an outlier, and on an unregulated PCP it depends where you are in the fill.
- Check the tin weight. Stated weights are nominal; premium pellets are more consistent than budget ones.
- Repeat occasionally. Springs weaken, seals age, and regulators drift. A rifle that measured fine three years ago is not necessarily fine now.
Why margin matters
Muzzle energy isn't a fixed number, and several ordinary things move it:
- Pellet weight — the biggest single factor an owner controls, as the table above shows.
- Temperature — affects gas pressure in PCP and CO₂ rifles and lubricant viscosity in springers. A rifle set up on a warm summer afternoon can read differently in January, and vice versa.
- Where you are in the fill — on an unregulated PCP, velocity rises and falls across the charge.
- Wear and servicing — new seals or a fresh spring can lift output; a tired one drops it.
This is why rifles are typically set with headroom rather than tuned to 11.99 ft·lb. Chasing the last fraction buys you almost nothing ballistically and leaves no room for the variation above.
Keep the record. Pellet logs the pellet, weight, lot number and conditions alongside every group you shoot — so when you do chronograph the rifle, you know exactly which combination the reading applies to.
